Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the presentation of a new 28-point plan for ending the war appeared – momentarily – to have been contained. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of conflicting incidents captured the grim essence of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are issued from different nations. Immense energy is expended on managing particular approaches. By night, the Kremlin brutally reminds the world that, for them, war remains the key method for achieving "settlement".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor rocket firings from across the border, a capacity enabled by timely intelligence. From witness perspectives, defense planes that had been scrambled to intercept incoming guided weapons streaked across the sky – modern combat jets delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a Russian ballistic missile. This was a modern interception technology at work, probably delivered by partner states. Every deployment shakes the surroundings, causing tremors. The brief panic quickly becomes resigned acknowledgment: maybe the incoming missile won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.
Persistent Threats
Following this, a large-caliber weapon engaged a drone in the vicinity, part of a defensive team – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its target.
Periodically, this continued until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and infrastructure problems in many homes as a result of the nocturnal offensive. As always, everyone still continued their routines – experiencing conflict. But those 24 hours encapsulated Ukraine's critical military reliance on Western support – a need that neighboring countries are demonstrably unable to substitute in the near term.
Ineffective Peace Efforts
The detailed framework from Washington provoked deep reactions, controversy and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new proposal from US leadership unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, no doubt, continue.
Political Considerations
It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the whole story. US administration functions according to a principle familiar among international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The American government presumes that it is unfeasible to pressure the Kremlin to abandon the territory that it already controls in Ukraine's occupied territories.
The issue is that while acknowledging this situation, US leadership does little to deter Moscow, through words or deeds, from believing that the status quo will not evolve additionally in its favour in the near future.
Opposing Positions
Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to accept conditions that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but averting a total frontline collapse until circumstances change in its favour.
Existing Situation
Factually, there are no actual prerequisites for a armistice. Now, subjective factors are coming into play: personal goals to negotiate peace and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unworkable, so that their attention does not switch to homefront challenges. And although their mission will now be much harder after recent developments, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a mere seven days to kill the 28 points of the current initiative. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.
While new proposals based on established approaches are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and show particular unwillingness to alter the situation, if they stand together and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, mainly require sustained allied backing.
